Brief History of Telangana State Public Service Commission (TSPSC)

Until the time of the Sixth Nizam, Mir Mahaboob Ali Pasha, (1869-1911) no foundation was laid for the creation of modern bureaucracy based on a judicious selection process and no public officer was appointed based on selection in any category.

In 1882 Sir Salar Jung I, the Diwan of Hyderabad dismantled the old structure of the administration and created a distinct civil service class by establishing Zilabandi system, creation of Subedari and Taluqdari system, Revenue, and Judicial reforms. This can be called the seed of the modern Hyderabad Civil Service.

Classification of services, appointments, promotions, salaries, superannuation and pension etc. were addressed later, by different rules announced by the Nizams. Rules and regulations codified in 1919 Hyderabad Civil Service Committee recommendations laid the legal framework of the Hyderabad State Services.

the Hyderabad Public Service Commission was established by a Firman on 27 April 1947 on the model of British Provincial Public Service Commission with similar functions. The Chairman and Members of the commission (not exceeding four in number) were recommendation of the President of the Executive Council and appointed by the Nizam.

In 1956, the Hyderabad Public Service Commission was merged into the Andhra Pradesh Public Service Commission which was in existence until the united Andhra Pradesh State was bifurcated into Telangana State and AP State in accordance with AP Reorganization Act, 2014.

    TSPSC Office

Accordingly, the Government of Telangana has formulated and issued Telangana State Public Service Commission Regulations 2014, dated 08/08/2014.
