The West Bengal Public Service Commission (WBPSC) is the state agency of West Bengal Government authorized to conduct the Civil Services Examination for entry-level appointments to various Civil Services of West Bengal. The WBPSC also advises the Government on all matters relating to Principles and framing of Recruitment Rules pertaining to appointments, promotions and disciplinary matters of Civil Servants. The Public Service Commission, West Bengal is headquartered at 161-A, S. P. Mukherjee Road, Kolkata.

The commission’s charter is granted by Articles 315 to 323 of Part XIV of the constitution.

    WBPSC Jobs: Essential Items for Online Registration

    The candidates are required to keep the following items ready before starting the online registration process:

    • A valid Mobile Number

    NOTE: If the candidate does not have Net Banking facility/Credit Card or ATM-cum Debit Card, the fee can also be paid in cash at any branch of United Bank of India(UBI) through the Challan downloaded from the Public Service Commission Recruitment Application Portal. For Cash payment of fees, Candidates should select “Cash Payment through UBI Bank” option while filling the application form online.

    WBPSC Jobs: Step by Step Instructions for Online Registration

    [The Candidates applying for the examination should ensure that they fulfil all eligibility conditions for admission to the examination.  Their admission at all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions.]

    Step 1 Go to http://wbpsc.gov.in/

    Step 2 Please click on “ONE TIME REGISTRATION” given on the right side of the home page of the website as shown below.

    Step 3 – Enter enrollment details: On clicking the link, the candidate will be redirected to the ‘ONE TIME REGISTRATION’ Enrollment Form. Fields marked with “Red coloured asterisk” cannot be left blank. Once all the fields are filled up, click on the “REGISTER” button at the bottom of the page to complete the enrollment process. Please note that except for the E-mail ID, no other details can be changed later.

    Step 4 – Activation and validation of Enrollment: On successful submission of enrollment details, the candidate will receive an OTP at the registered mobile number. The enrollment needs to be validated with the OTP.

    On successful validation, the candidate will be displayed the Enrollment Successful Message and will be allowed to login with the Enrollment number and password.

    WBPSC Jobs: Step by Step Instructions for Online Application

    Step 1 – Login using the Enrollment Number received from WBPSC and password created during registration. After a successful login, the candidate will be redirected to the dashboard. Clicks on “Application Details”. Some fields would be pre-filled with the registration details. Other fields are required to be filled by the candidate. Click “Save” after filling mandatory fields marked with a red asterisk.

    Once the candidate has filled in all the required fields of the ‘Profile Details’, Click on the ‘Save & Continue‘.

    Step 2 – The candidate needs to upload the photograph and the Signature. After successful upload of the Photograph and the Signature, the candidate will be able to access the “My Application” section.

    Step 3 – The candidates are required to select the Advertisement/Examination with relevant post against the examination given and Check the eligibility. In case the candidate fulfills the required eligibility criteria for the examination, he/she has to click the ‘Continue’ button to proceed further for filling up the application form. The eligibility of the candidate with reference to his profile would be shown.

    Step 4- The candidate should enter the academic details as required in the form and click “Save & Continue “.

    Step 5 – In the next form the candidate needs to add preferable examination centre, Race select, Meritorious Sports Person and Click on the ‘Save & Continue‘ button.

    Step 6 – The candidate can Preview the application and click on “Back to my Application” to edit any data.

    Step 7 – If the candidate is satisfied with the correctness of the data entered, the declaration boxes are to be checked. The candidate should click on the “Submit the Application” button. The candidate should check all data entered by him/her before doing this because once the application is submitted, no further editing of the application is possible.

    Step 8 – After the successful submission of the application, the candidate will be shown the “Make Payment” option against the post he/she has applied for. The payment can be made either in online or offline mode. In case of online payment, a printout should be taken of the payment confirmation form for future reference. For offline payment, a Challan would be generated by the system, which needs to be presented at the bank while making the payment.

    Note: Public Service Commission, West Bengal does not charge any processing fees or service charges from the candidates for online payment. However, the candidates have to pay the charges as applicable for online payments in banks.

    Brief History of WBPSC

    The evolution of the Public Service Commission in India can be traced back to the Montagu-Chelmsford report which incorporated a provision regarding the persistent demands raised by the educated Indians for admission into the Indian Civil Service. The Govt. of India Act, 1919 paved the path for the formation of the Public Service Commissions and Section 96C of this act provided for the establishment of a Public Service Commission in India.

    Subsequent to the passing of the Govt. of India Act, 1919 and the protracted correspondence between the Secretary of State, the Govt. of India and local Governments regarding the framework of the body to be constituted, the Lee Commission in its report dated 27th March, 1924, recommended the establishment of the Public Service Commission as suggested by the Government of India Act, 1919 without any further delay. The need for setting up a federal PSC and a PSC for each province was reiterated in the report of the Joint Committee on Indian Constitutional Reforms in 1934.

    The Govt. of India Act, 1935 envisaged a Public Service Commission for the federation and a Provincial Public Service Commission for each Province or Group of Provinces. The Govt. of India Act, 1935 envisaged a Public Service Commission for the federation and a Provincial Public Service Commission for each Province or Group of Provinces. Whith these chain of events in the background, the Bengal Public Service Commission was established in 1937, which was accorded a Constitutional Status with the promulgation of the new Constitution for independent India on 26th January,1950.

    Public Service Commission, West Bengal initially started functioning from Bhabani Bhavan, Alipore. Subsequently, the Examination Section of the Commission was shifted to Town Hall, Kolkata while rest of the office operated from Bhabani Bhavan. The office of the Commission was shifted to a newly constructed building at 161-A, S.P. Mukherjee Road, Mudiali, Kolkata in the year 1989. This building now accommodates all the sections of the PSC West Bengal as well as its examination hall.

    Functions of WBPSC

    The duties to be discharged and functions of the West Bengal Public Service Commission are governed by Article 320 of the Constitution. Apart from conducting examinations for appointments to the services of the state of West Bengal, It is also required to advice the State Government on all matters relating to Principles and framing of Recruitment Rules to be followed in making appointments, promotions and in respect of disciplinary matters affecting State Civil Servants.

    The Commission is consulted in the matters of recruitment, promotions, disciplinary matters, the framing of recruitment rules and other service matters of the West Bengal State Services.

    • WBPSC recommends candidates for Direct Recruitment to the various services of the State of West Bengal.
    • WBPSC acts as an advisory body to the West Bengal Government on the principles to be followed to assess the suitability of the officers for promotion.
    • WBPSC acts as an advisory body to the West Bengal Government on any disciplinary matters affecting the State Government servant within the purview of the Commission;
    • WBPSC act as an advisory body to the West Bengal Government on all matters relating to framing of Draft Service Rules or Recruitment Rules of various departments of the Government;
    • WBPSC act as an advisory body to the West Bengal Government relating to the method of recruitment to Civil Services;
    • WBPSC conducts Departmental examinations for West Bengal Government services.
    • WBPSC act as an advisory body to the West Bengal Government on matters relating to protection and fixation of pay, in respect of Government servants, who were initially appointed as per the recommendation of the Commission.
